Binh Duong Province Leaders Welcome the Asian Development Bank (ADB) Delegation

On August 16, a delegation of Executive Directors from the Asian Development Bank (ADB), led by Mrs. Charlotte Justine Diokno Sicat, visited and paid a courtesy call on the leaders of Bình Dương Province People's Committee

Recently, the visionary and dynamic leadership of Bình Dương Province has creatively utilized and quickly accessed long-term concessional loan sources for infrastructure development, including from the Asian Development Bank. As a result, Bình Dương has ensured clean water supply, improved environmental quality, enhanced the quality of life for its residents, and continually increased investment attraction effectiveness

In the future, Binh Duong Province aims to focus on green economic development, digital transformation, and circular production. Therefore, it needs investment in smart infrastructure and the development of high-quality human resources. Additionally, the province is dedicating resources to education and healthcare, placing people at the center of its development process. This requires continued support and collaboration from international financial institutions, including the ADB.

Mrs. Charlotte Justine Diokno Sicat expressed her gratitude for the warm and thoughtful welcome from Binh Duong Province leaders. She was impressed by the effective use of infrastructure development funds, which has created a vast development space and established Binh Duong as a dynamic and sustainable brand in investment attraction.

During the visit, the delegation continued to tour the Waste Treatment Complex and Biwase Waste-to-Energy Plant in Chanh Phu Hoa Ward. There, ADB Group requested an introduction to the process of transitioning from a 100% state-owned enterprise to a joint-stock company

Mr. Nguyen Van Thien, Chairman of the Board of Directors of Binh Duong Water and Environment Corporation - Joint Stock Company (BIWASE), stated that since 2004, BIWASE has accessed and utilized a loan from ADB (USD 30 million) for the Thu Dau Mot Water Plant project. This project initially provided clean water to the urban population of Thu Dau Mot. By 2010, ADB continued to provide additional funding, increasing the loan to USD 45 million for the development of the Di An Water Plant, which supplies clean water to urban areas and industrial zones in the southern part of the province.

In 2016, BIWASE transitioned to a joint-stock company and continued to receive financial support from ADB and JICA to develop environmental protection and waste management projects, without government guarantees (on a non-secured basis), due to its established credibility

Thanks to these loan sources, along with its ability to seek, connect, and learn, BIWASE has progressively completed waste treatment projects, including biogas recovery for power generation, compost production, and eventually waste-to-energy plant, all designed and technology-owned by BIWASE

Currently, the BIWASE Waste-to-Energy Plant, with a capacity of 12 MW, is recognized by the Ministry of Natural Resources and Environment for having the lowest ash content in the country (10%), compared to over 20% in other plants. Consequently, the BIWASE plant is also rated as the most efficient waste-to-energy plant. The 10% ash residue after energy generation is recycled by BIWASE into construction materials and decorative bricks, following a circular approach. “BIWASE is a green, scientific, and circular economic ecosystem,” concluded Chairman Nguyen Van Thien.
