On September 23rd, 2014, a MOU signing Ceremony on twinning programe between Binh Duong Water Supply Sewerage Environment Co., Ltd (BIWASE) and Vientiane Capital Water Supply State Enterprise (NPNL-Laos) was held with witness from Asian Development Bank (ADB)- a donor of the programe.

This is a twinning programe signed between BIWASE (the mentor) and NPNL (the recipient). During implementing period, which is expected within 18 months, BIWASE will share their experience, practical knowledge as well as make training on operating water treatment plant and maintaining equipments for NPNL’s staffs. The programe will focus on 3 main contents: energy efficiency (power consumption), NRW reduction and customer service improvement.

Before signing the MOU, two parties applied for financial support used for travel during implementing period and it was approved by ADB. On this occasion, ADB and BIWASE also made a diagnostic trip within 1 week and evaluated on actual situation of NPNL to propose suitable acitivities through a work plan prepared by the two parties.

Stating at the signing ceremony, Mr. Khampheuy Vongsakhamphoui- General Director of NPNL- said that he quite believed the twinning programe would bring benefits to NPNL in reducing non-revenue water, saving power consumption and improving customer service. By experience from a twinning programe with Phnom Penh Water Supply Authority (Cambodia), BIWASE have significantly reduced its NRW rate and now become one of water supply companies with the lowest NRW rate in Eastern Asia. For this reason, he did really hope that NPNL , with supports from BIWASE, would also do as BIWASE did before.

The MOU was signed by the General Director of NPNL, Mr. Khampheuy Vongsakhamphoui, Deputy General Director of BIWASE, Mr. Duong Hoang Son and Senior Water Supply and Sanitation Specialist from ADB, Mr. Alan Baird.
